Ukrainian President Volodymyr Zelenskyy arrived in London on Saturday for emergency talks with UK Prime Minister Keir Starmer, French President Emmanuel Macron, and German Chancellor Friedrich Merz after Kyiv launched a large-scale drone strike on St Petersburg that wounded four people, including a child. The meeting at Downing Street follows a week of escalating hostilities and Russian President Vladimir Putin’s outright rejection of direct negotiations with Zelenskyy.

Speaking in Kyiv before departure, Zelenskyy described the 140 drones launched toward St Petersburg as “long-range sanctions that work,” underscoring Ukraine’s determination to strike deeper into Russian territory despite international warnings. Russian authorities said air defenses intercepted most of the drones near the city hosting the annual St Petersburg International Economic Forum, but emergency services reported injuries and damage to civilian infrastructure.

Putin, addressing reporters in Moscow on Friday, dismissed Zelenskyy’s recent open letter proposing direct talks as “boorish” and said there was “no sense” in meeting the Ukrainian leader. The Kremlin’s refusal to engage has hardened positions across Europe, where leaders now face mounting pressure to increase military and financial support for Ukraine. Ukrainian Foreign Minister Andrii Sybiha warned that by spurning negotiations, Putin has forfeited any chance of a favorable exit from the war and will ultimately be forced to accept terms “significantly worse” than those available today .

The emergency summit in London will focus on coordinating further EU and NATO assistance, including long-term security guarantees and stepped-up sanctions enforcement. Starmer, Macron, and Merz are expected to announce new measures targeting Russian revenue streams linked to the war effort, following revelations that alumina exports from an Irish plant linked to oligarch Oleg Deripaska may be diverted into Russian weapons production .

Analysts warn that the absence of direct dialogue increases the risk of miscalculation. Political scientist Raluca Moldovan cautioned that any EU-led negotiations with Moscow risk sidelining Eastern European interests and normalizing “coerced peace” that rewards Russian aggression . Meanwhile, EU officials confirmed on Friday that preparatory talks on Ukraine’s accession to the bloc will begin within weeks, signaling a strategic shift toward long-term integration as a bulwark against further Russian expansion .
