A federal judge in Virginia has temporarily blocked the Trump administration from moving forward with its $1.8 billion "Anti-Weaponization Fund," halting a controversial plan to compensate individuals who claim they were wrongfully targeted by the U.S. government. U.S. District Judge Leonie Brinkema issued the order on Friday, barring the Department of Justice (DOJ) from transferring money into the fund, processing claims, or disbursing payments until further legal arguments are heard. The ruling responds to a lawsuit filed by former federal prosecutor Andrew Floyd and other plaintiffs, who argue the fund violates the U.S. Constitution by creating an unaccountable "slush fund" .

The fund, announced by the DOJ on May 18 as part of a settlement in Trump’s lawsuit against the IRS over the leak of his tax returns, would be overseen by a five-member commission handpicked by the attorney general. Decisions on payouts would be final, with no avenue for appeal or public disclosure of recipients or amounts . Critics, including the plaintiffs in the lawsuit, allege the fund could reward unlawful behavior, such as participants in the January 6 Capitol riot, by framing them as victims of political persecution .

Judge Brinkema’s order explicitly aims to prevent "irreversible" disbursements while the case proceeds, though the DOJ has not yet commented on the ruling. The fund’s creation stems from a broader legal battle over Trump’s tax records, which the administration has framed as an effort to address perceived abuses of federal power under the Biden administration . Legal experts have also raised concerns about potential tax liabilities for Trump tied to the fund, with some arguing the $1.8 billion could be treated as income . The next hearing will determine whether the fund can proceed or faces permanent injunction.
