Syria has carried the state sponsor of terrorism designation since 1979, a status shared only with Cuba, North Korea and Iran. The label imposes sweeping restrictions on U.S. foreign assistance, defence exports and financial transactions, which the administration argues have hindered Syria’s recovery. Syrian Central Bank Governor Safwat Raslan welcomed the decision, saying it would unlock broader investment opportunities and accelerate economic recovery. Gulf states, including Saudi Arabia, have already pledged billions in reconstruction aid, with several Saudi firms preparing billion-dollar investments as part of Riyadh’s support for Syria’s recovery .
Trump’s decision comes after his meeting with al-Sharaa on the sidelines of the NATO summit, where the U.S. president praised the Syrian leader’s efforts to unify the country and combat the Islamic State militant group. “He’s respected by everybody, including me,” Trump said of al-Sharaa, who previously led al-Qaeda’s Nusra Front in Syria before breaking ties with the group in 2016 and later leading a coalition of Islamist factions to topple Bashar al-Assad in late 2024 . The administration framed the move as a strategic opportunity to stabilise the region, with Rubio emphasising that “a stable, unified Syria at peace with itself and its neighbors benefits not only the region, but the entire world.”
The congressional review period, which began with Trump’s notification on Wednesday, will determine whether lawmakers seek to block the delisting. If no action is taken within 45 days, Syria will be formally removed from the list, ending decades of isolation and opening the door to international trade and investment. The decision reflects a broader thaw in U.S.-Syria relations under Trump, who has encouraged al-Sharaa’s government to chart a new course while positioning American firms to capitalise on Syria’s reconstruction.
