Graham Sanctioning Russia and Iran Act of 2026, authorizes tariffs of up to 500% on Russian imports and up to 100% on goods from major buyers of Russian oil and gas, including China and India .

The Kremlin condemned the measures as “unfriendly,” with spokesman Dmitry Peskov warning they would complicate peace efforts . China’s commerce ministry said it reserved the right to take “all necessary measures” to protect its interests .
