The Justice Department’s memo emphasized that the order “officially rescinds the May 18, 2026 Order” and establishes “beyond any doubt, that there is no Fund.” The department had previously represented to Congress and district courts that the program was not moving forward, but the formal order was sought to eliminate any ambiguity.
