Polish President Karol Nawrocki signed a windfall tax law targeting fuel companies on Thursday, aiming to lower rising fuel prices amid energy sector tensions. The legislation, published in the Journal of Laws the same evening, imposes an additional tax on extraordinary profits from liquid fuel sales in recent months, enabling the government to reduce indirect taxes on fuels such as VAT and excise duties.
Finance Minister Andrzej Domański stated that fuel prices at stations could drop by approximately 1.2-1.3 zł per liter as early as this weekend. Energy Minister Miłosz Motyka echoed this, asserting the new rules would lead to a "significant" price reduction. Government spokesman Adam Szłapka confirmed that necessary executive regulations were prepared and would be processed by Finance Ministry officials on Friday.
Nawrocki also announced he would refer the law to the Constitutional Tribunal for a subsequent review of its constitutionality, while emphasizing that the government bears responsibility for high fuel prices. The move revives the CPN (Lower Fuel Prices) program, which previously included VAT and excise reductions and a maximum price mechanism set by the energy minister.
Current fuel prices in Poland remain high, with diesel averaging 9.14 zł per liter and gasoline 95 at 8.19 zł per liter, according to e-petrol.pl data. The government’s action follows weeks of pressure to address rising costs, exacerbated by Middle East tensions and Russian diesel export restrictions.
