European Council President António Costa proposed new EU-wide taxes on Wednesday to reduce national contributions to the bloc’s 2028-2034 budget, a move he said would shield German taxpayers from higher payments to Brussels. Speaking at a joint press conference with German Chancellor Friedrich Merz in Berlin, Costa argued that “we cannot ask more from the member states” and that new levies would create “own resources” to protect national budgets .
Merz, whose country funds a quarter of the EU budget, reiterated calls for drastic cuts to the European Commission’s proposal, which he said foresees a 60% increase in spending. “We need realism in affordability,” Merz said, adding that the plan must be reduced by “several hundred billion euros.” He emphasized that net contributor states, which cover 40% of the EU budget and 70% of bilateral Ukraine aid, must approve the framework and that priorities must be set without resorting to new European debt .
The informal deadline to finalize the €1 trillion-plus budget is less than four months away. Merz also stressed the need to modernize spending, stating that “a 20th-century budget cannot solve 21st-century problems,” and highlighted competitiveness and defense as key future priorities .
