Romanias new heavy-vehicle toll system launches with technical failures and industry backlash

Romania’s new distance-based toll system for heavy vehicles, TollRo, took effect at midnight on Oct. 1, triggering immediate technical disruptions and last-minute clarifications from authorities.
The National Road Infrastructure Administration (CNAIR) confirmed the system’s launch but acknowledged potential platform failures under heavy user load. Spokesperson Alin Șerbănescu told Digi24 that drivers unable to register vehicles or pay fees due to technical issues would not face fines, though he warned of possible bottlenecks as thousands attempt simultaneous access .
CNAIR also clarified that all payments must be made through the official electronic system, after detecting unauthorized bank transfers labeled as toll payments. Such transfers do not grant valid road access, the agency stated .
Transport industry representatives criticized the rushed implementation. Beniamin Lucescu, president of the Romanian Transport Operators Federation (FORT), said the system’s rules—finalized only on Sept. 30—were published late, leaving companies unsure how to comply. FORT, which employs over 30,000 drivers, has created accounts but lacks guidance on payment procedures, Lucescu said . A legislative proposal by deputy Robert Cazanciuc may delay penalties until March 2027, offering temporary relief.
The system replaces the existing vignette for vehicles over 3.5 tons, with tolls calculated per kilometer. Industry groups warn it could increase domestic transport costs by up to 8%, compounding financial strain amid fluctuating diesel prices .
