Norway unveils screen time guidelines for minors, targets TikTok, YouTube and Snapchat
The Norwegian government on Wednesday launched new screen time recommendations for children and young people, warning against specific apps and services such as TikTok, YouTube, and Snapchat.
The guidelines, which cover the entire digital lives of minors, highlight risks including addictive design, harmful content, criminal recruitment, and contact risks linked to these platforms, according to a government press release. The recommendations expand on previous advice from the Norwegian Directorate of Health, which primarily addressed leisure screen use.
Barne- og familieminister Lene Vågslid said the government is also introducing an age limit for social media, applying until Jan. 1 of the year a user turns 16. She stated that the law would be proposed to the Storting before the end of the year, following recent meetings with Kripos, the prime minister, and the justice minister.
Christer Hyggen, a researcher on digital upbringing and a former member of the government-appointed Screen Use Committee, criticized the approach. He argued that risks such as criminal recruitment cannot be solved by restricting access to individual apps or advising on time limits, but require broader cooperation between authorities, platform companies, and international actors.
Halimo Yoonis, a 19-year-old student in Haugesund, reported spending up to 10 hours a day on screens, primarily on Snapchat, Instagram, TikTok, and YouTube. She acknowledged the warnings might help those at risk of criminal recruitment but said her main concern was the time these apps consume .
