Frances public debt to hit record 121.7% of GDP by 2027, Economy Ministry projects

France’s public debt is projected to reach a record 121.7% of GDP by 2027, according to the Economy and Finance Ministry, which submitted its 2027 budget texts to the High Council of Public Finances on Friday night. The ministry described the increase as “mechanical” and a “consequence of a deficit that remains high” .
The debt-to-GDP ratio is forecast to rise to 119.3% in 2026 before hitting 121.7% the following year, the highest levels since 1995, according to data from the national statistics institute Insee .
The government projects a public deficit of 5.4% of GDP in 2026, up from 5.1% in 2025, before easing to 5% in 2027. Economy Minister Roland Lescure called the 2027 target “ambitious” but “obviously achievable” . The ministry added that stabilizing the debt ratio would require reducing the deficit to 3% of GDP, a goal set for 2029.
