Syria to take control of Russian military bases Hmeimim and Tartus under new deal
Syria and Russia have agreed to end Moscow’s military use of two strategic Mediterranean bases, with Damascus set to take control of the Hmeimim air base and part of the Tartus port under a new bilateral deal, Syria’s Foreign Ministry said Sunday.
The agreement, reached after roughly 18 months of negotiations, will convert the remaining military facilities at both sites into joint training and qualification centers within three months, according to the ministry. Syria will assume management of civilian areas, including Hmeimim Airport and the fourth commercial berth at Tartus port, integrating them into the country’s civil administration .
The ministry described the accord as a “reorganizing of the Russian presence” along Syria’s coast and called it the most significant development since talks began, stating it “opens the way for a new phase in Syrian-Russian relations” .
Russia has not yet publicly commented on the deal. The bases were critical to Moscow’s military support for former Syrian President Bashar al-Assad during the country’s civil war, which ended with his ouster in December 2024 by Islamist insurgents led by current interim President Ahmad al-Sharaa. Assad subsequently fled to Russia, where he was granted asylum .
Following Assad’s removal, most Russian troops withdrew from Syria, except for those stationed at the Hmeimim and Tartus bases. Al-Sharaa has since visited Russian President Vladimir Putin twice in Moscow, with the future of the bases a central topic of discussion, according to reports .
Syria’s new leadership has also moved to strengthen ties with the United States, Europe, and neighboring Arab states. Washington has lifted most sanctions on Syria, and French President Emmanuel Macron visited Damascus in July, announcing plans to exchange ambassadors for the first time in 14 years .
The memorandum of understanding was finalized after intensive negotiations led by Syria’s Foreign Ministry, with the transfer of facilities expected to be completed within three months .
