
Federal authorities on Thursday charged a 35-year-old Albany resident, Jessica Bowie, with attempting to provide material support to the Islamic State group after allegedly plotting a bomb attack on the New York State Capitol building.
Court documents state Bowie pledged allegiance to ISIS and discussed hiding a bomb in a food delivery bag to target the Capitol in Albany while state senators were in session. She was arrested on Aug. 19 after acquiring a delivery bag and bomb components, according to the FBI .
An FBI complaint outlines that Bowie, who converted to Islam about five years ago and used the name “Aisha Saif” online, communicated with an informant via encrypted apps. In messages, she allegedly said, “I want to destroy as much of the building as possible and kill the senators,” and expressed a desire to flee to Syria afterward . She also scouted the Capitol area at least five times between July 21 and Aug. 9, taking photographs and assessing security, authorities said .
Bowie was charged with attempting to provide material support to a designated foreign terrorist organization. Investigators said she purchased bomb-making materials from a Home Depot and later acquired a firearm and ammunition from an informant . On social media, she posted messages praising the Sept. 11, 2001, attacks and discussed poisoning “non-believers” upon migrating abroad, according to the complaint .
New York Gov. Kathy Hochul thanked the FBI and local police for the arrest, noting that security at the Capitol had been reinforced earlier this year amid rising threats against public officials. “While there is no immediate threat at this time, we will continue to work closely with our law enforcement partners to protect New Yorkers,” she said in a statement .
FBI Director Kash Patel confirmed the arrest in a post on social media, stating, “Thanks to the brilliant work of @FBIAlbany and our partners - this FBI stopped yet another alleged terrorist attack” . Authorities also allege Bowie discussed potential future attacks on Times Square, the White House, and the U.S. president.
