Turkey’s parliament on Monday approved a law offering conditional legal protections and potential release to thousands of members of the Kurdistan Workers’ Party (PKK), a move tied to the group’s disarmament and dissolution.
The 12-article bill passed with 468 votes in favor, 88 against, and six abstentions, according to state news agency Anadolu and multiple reports . The legislation suspends investigations and prison sentences for offenses such as PKK membership, propaganda, and terrorism financing for five to 10 years, depending on the severity of the sentence. If no new terrorism-related crimes are committed during that period, cases will be dropped and sentences considered served.
The law excludes individuals convicted of intentional killings or those sentenced to life imprisonment before June 1, 2005, including PKK founder Abdullah Öcalan, who has been imprisoned on Imrali island since 1999 . Vice President Cevdet Yilmaz stated that Öcalan’s case “does not fall within the scope of this law” but noted he could still contribute to the peace process .
The measures will only take effect after Turkey’s National Security Council confirms the PKK has dissolved and surrendered all weapons. Applicants will then have six months to declare their intent to benefit from the law . Lawmakers estimated around 3,500 PKK-linked detainees could be released initially, with potential benefits extending to exiled members and fighters in Iraq and Syria .
The PKK, designated as a terrorist organization by Turkey, has fought for Kurdish autonomy since the 1980s, with the conflict claiming an estimated 40,000 to 50,000 lives . In May 2025, the PKK announced its dissolution, and militants symbolically burned weapons in northern Iraq, withdrawing fighters from Turkey .
The PKK leadership criticized the law, citing “serious errors and deficiencies” and demanding guarantees for democratic participation and Öcalan’s release . Öcalan had urged the PKK to disarm and pursue Kurdish rights through democratic means in February 2025 .
