Moody’s Ratings reconfirmed Romania’s sovereign credit rating at Baa3 on Friday, keeping the country in investment-grade territory but maintaining a negative outlook. The decision avoids a downgrade to junk status, though the negative perspective signals a heightened risk of a downgrade within the next 12 to 24 months, according to economic consultant Adrian Negrescu.
Negrescu wrote on Facebook that the confirmation was the baseline scenario, adding that Romania “did not gain anything, it avoided a loss.” He emphasized that while the country dodged junk status and its immediate consequences, the negative outlook from Moody’s, Fitch, and S&P simultaneously is rare for an EU member state .
Moody’s cited political instability as the primary reason for the negative outlook. The agency noted that a no-confidence motion in May toppled the government, and parliamentary fragmentation delayed the formation of a new executive after two failed attempts. Moody’s assumes a new government will be installed after the summer break and must function by early autumn to adopt the 2027 budget by year-end, according to Negrescu .
Interim Finance Minister Alexandru Nazare stated on Saturday that Romania remains a credible destination for investment and financing, though risks remain elevated. He acknowledged the negative outlook reflects challenges in implementing medium-term fiscal consolidation .
Negrescu highlighted that the adoption of National Recovery and Resilience Plan laws in Parliament was the only positive political development mitigating investor concerns. He also noted that Romania’s next test will be S&P Global Ratings’ evaluation on Oct. 2, 2026. Until then, the state will secure financing under the minimal protection of its investment-grade rating, which he described as “functional but costly” .
Sen. Niculina Stelea of the AUR party criticized the governing coalition’s optimism following Moody’s decision, calling the economic situation a “terrible degradation” .
