Sweden disrupts Russian SVR operation to undermine NATO and EU through diplomatic agent in Stockholm
Sweden’s security service, Säpo, announced on Monday it had disrupted a Russian intelligence operation aimed at undermining Swedish decision-making and discrediting Sweden, NATO and the EU.
The operation was planned and directed by Russia’s foreign intelligence service, SVR, according to a Säpo statement. It involved an agent working at a foreign diplomatic mission in Stockholm, who was recruited to gather information on Swedish decision-making to enable influence operations on polarizing issues. Säpo did not identify the country of the diplomatic mission.
Christoffer Wedelin, Säpo’s deputy head of operations, said the service had taken measures to protect vital Swedish interests and counter the operation’s effects. Säpo documented meetings between the agent and two SVR officers in the Stockholm area, including exchanges of gifts, Wedelin told Swedish broadcaster SVT. Surveillance images showed the men meeting outdoors and at a restaurant, he added.
All three individuals—the agent and the two SVR officers—have since left Sweden, Säpo confirmed. Because they operated under diplomatic immunity, no investigation or prosecution is possible, Wedelin said.
Säpo stated it had a detailed understanding of the information exchanged and the tasks assigned to the agent. The operation’s goal was to enable Russian intelligence to conduct influence campaigns targeting controversial issues, with the broader aim of undermining Swedish decision-making and damaging the reputation of Sweden, NATO and the EU, according to the agency.
Sweden ended two centuries of military non-alignment in 2024 by joining NATO, a move prompted by Russia’s full-scale invasion of Ukraine in 2022. Säpo has previously identified Russia, alongside China and Iran, as the primary intelligence threats to Sweden.
