Germany prepares for possible return of civilian service as conscription debate resumes

Germany’s Federal Ministry for Family Affairs is preparing for the possible reintroduction of mandatory alternative civilian service, or Zivildienst, should conscription return, a ministry spokeswoman confirmed to the Frankfurter Allgemeine Zeitung on Aug. 4, 2026.
The ministry has surveyed 23 major organizations—including the Evangelical Youth Association, the Workers’ Samaritan Federation, Caritas, and the German Red Cross—on their capacity to host conscientious objectors. Of the 23, 17 had previously participated in the Zivildienst before its suspension in 2011, and 22 indicated their infrastructure could accommodate conscripts if the service were reactivated, according to the spokeswoman .
The move follows Germany’s suspension of conscription 15 years ago, which also ended the Zivildienst. In 2010, roughly 80,000 men performed alternative service in social facilities such as nursing homes, rescue services, and youth centers. Over the decades of conscription, a total of 2.7 million completed the Zivildienst, official statistics show .
Thorsten Frei, leader of the CDU/CSU parliamentary group, told RTL/ntv that the government is preparing for “eventualities,” while social welfare organizations expressed skepticism. The Paritätische Gesamtverband stated that any new Zivildienst “must not come at the expense of voluntary services.” Michaela Engelmeier, head of the Sozialverband Deutschland, argued that “instead of relying on compulsion, voluntary engagement and civic involvement must be strengthened,” according to the Funke Mediengruppe .
The ministry noted that the existing Zivildienst law remains valid but requires modernization, as many of its provisions were outdated by 2011. A spokeswoman said the ministry is working on updates to align with the Federal Volunteer Service Act, though the scale and structure of a potential new Zivildienst remain undefined. The number of conscripts would depend on whether, when, and to what extent conscription is reinstated under Paragraph 2a of the Conscription Act .
Since January, mandatory medical examinations have been in place for men born in 2008 or later to recruit volunteers for the Bundeswehr’s expansion. If recruitment targets are missed, the Bundestag could introduce a “needs-based conscription,” which would trigger the constitutional clause permitting alternative service for conscientious objectors .
