The European Union on Sept. 22 extended its sanctions against Russia for 36 months, saving the measures from expiring at midnight, but removed two Russian oligarchs with Kremlin ties—Alisher Usmanov and Mikhail Fridman—from the list.
The Council of the European Union announced the extension of restrictive measures targeting those responsible for undermining Ukraine’s territorial integrity until Sept. 22, 2029. The package covers nearly 3,000 individuals and entities, including travel bans, asset freezes, and economic restrictions. In the same decision, the Council chose not to renew listings for three individuals, including Usmanov and Fridman, and one entity, along with removing three deceased persons .
The compromise followed last-minute objections from Latvia, which had resisted the delistings but ultimately abstained to prevent the entire sanctions regime from lapsing. France and Slovakia had pushed for Usmanov’s removal, with France’s demand reportedly tied to a prisoner exchange deal with Azerbaijan. Luxembourg sought Fridman’s delisting amid a $16 billion lawsuit he filed against the country for freezing his assets .
Ukraine condemned the decision. Foreign Minister Andrii Sybiha called it “shameful and unjustifiable,” stating that Moscow was celebrating a “sense of impunity, the humiliation of the EU, and division among Europeans.” President Volodymyr Zelenskyy said he would raise the issue again with European partners, vowing to return to the EU with the same names .
Latvia announced it would impose national sanctions on Usmanov and Fridman, and Ukraine urged other EU states to follow .
