Latvia and Lithuania are considering restrictions on Russian grain shipments through their ports after Moscow redirected exports from the Black Sea amid Ukrainian attacks, according to reports on Sept. 5 .
Latvian Foreign Minister Baiba Braze said on the same day that Latvia is already using national measures to ban imports of certain Russian and Belarusian goods, including grain, and is pushing for broader EU sanctions. She emphasized that national restrictions allow faster action than waiting for EU-wide agreements, which require consensus among all member states .
Braze also noted that Latvia is advocating for more frequent, targeted EU sanctions to disrupt Russia’s military production and economic resilience. The ministry is investigating reports that Latvian traders may be circumventing the ban by rerouting shipments through Estonia .
