The Federal Aviation Administration certified Boeing’s 737 MAX 7 on Monday, more than eight years after the aircraft’s maiden flight, clearing the way for deliveries of the smallest version in the MAX family.

The FAA announced the certification after a process prolonged by new federal requirements following two fatal MAX crashes in 2018 and 2019, which killed 346 people. The agency said the approval followed “almost a decade of extensive review” and “years of sustained work to resolve complex technical issues.” Boeing completed 441 flight tests over 686 test flight hours to meet certification standards.

A contributing factor to the 2018 and 2019 crashes was the poor design of the Manoeuvring Characteristics Augmentation System, which activated improperly and prevented pilots from regaining control. U.S. prosecutors later charged that Boeing misled FAA regulators about MCAS, resulting in no reference to the system in manuals or pilot training materials.

Stephanie Pope, president of Boeing Commercial Airplanes, said in a statement that the certification “validates the rigor of our airplane’s design and recognises the determination and resilience of our 737 MAX development team.” She added that the team “stayed focused on completing all requirements and delivering a safe and more capable airplane to our customers.”

The MAX 7, which seats up to 172 passengers, was originally slated for deliveries in 2019, but the timeline was derailed by the crashes and a near-catastrophic January 2024 Alaska Airlines flight in which a fuselage panel blew out mid-flight. Boeing is now preparing for the first deliveries, with Southwest Airlines, the model’s launch customer, expecting to take receipt of its first aircraft in the coming months.

The FAA’s certification of the MAX 7 follows heightened scrutiny of Boeing’s production and quality systems. The agency required Boeing to implement essential improvements, including updates to flight control software, crew alerting systems, and a redesigned engine anti-ice system, as recommended by the National Transportation Safety Board.

Boeing is also close to securing certification for the 737 MAX 10, the largest in the MAX family, with a maximum of 230 seats. Chris Rocheleau, the FAA’s deputy administrator, told Reuters last month that approval for the MAX 10 would likely follow “immediately” after the MAX 7. The company is additionally working with regulators on certifying the 777X, a long-delayed widebody aircraft.
