Israel’s military announced on Wednesday it would open criminal investigations into the killings of 5-year-old Palestinian girl Hind Rajab and 15 emergency workers in Gaza, following reviews by its Fact-Finding and Assessment Mechanism.
The Israel Defense Forces said troops fired on a vehicle carrying Rajab and her family in Gaza City on Jan. 29, 2024, after initially denying any presence in the area. The military stated the investigation into Rajab’s death was prompted by “apparent failures in the coordination of the movement of the Palestine Red Crescent ambulance.” Rajab, her aunt, uncle, and three cousins were killed in the attack; her 15-year-old cousin Layan Hamada and Rajab survived initially. Audio from a 70-minute call to the Palestinian Red Crescent captured Layan describing the scene before gunfire cut the line. Rajab later pleaded for help, saying, “The tank is next to me. I’m so scared. Please come.” Contact was lost, and her body was recovered 12 days later alongside those of two paramedics sent to rescue her .
A separate probe will examine the March 2025 killings of 15 Palestinian paramedics in Rafah, where troops fired on ambulances retrieving casualties, then bulldozed the bodies and vehicles into a mass grave, according to phone footage and a survivor’s account . The military said it reviewed over 150 incidents and decided on five cases, including these two, but would not pursue criminal investigations into three other high-profile attacks that killed aid workers from World Central Kitchen and Doctors Without Borders .
Israeli rights group Yesh Din said such investigations rarely lead to convictions. “Nearly zero indictments are served relative to the number of complaints of soldiers and commanders who commit offenses,” a spokesperson said . Rajab’s grandmother, also named Hind Rajab, told The Associated Press that an international investigation was required to “uncover the truth and hold all those responsible accountable” .
The military’s statement noted that the IDF has been conducting combat operations “across numerous fronts” and examines “exceptional incidents” under international and domestic law .
Meanwhile, Israeli National Security Minister Itamar Ben-Gvir sparked global condemnation on Monday by stating that Israel should carry out “30 or 40 targeted killings” of Palestinians in Gaza each night, including those who “do not deserve to live.” German Chancellor Friedrich Merz condemned the remarks as “inhumane” and a violation of international law, while Vice Chancellor Lars Klingbeil said sanctions against Ben-Gvir were under discussion at the European level . Several countries, including France, the United Kingdom, and Canada, have already imposed entry bans on Ben-Gvir.
Gaza health officials reported that an Israeli strike on a police headquarters in Gaza City killed nine people, including a child, on Wednesday. The Israeli military said it had targeted a Hamas commander . The Palestinian death toll in Gaza has reached 73,407, with 23 wounded in the past 24 hours, according to the Health Ministry .
