Ukrainian President Volodymyr Zelenskyy landed in London on Sunday for an emergency summit with British Prime Minister Keir Starmer, French President Emmanuel Macron and German Chancellor Friedrich Merz after Russia’s Black Sea port of St Petersburg was struck by more than 100 Ukrainian drones on Saturday, the final day of Vladimir Putin’s economic forum. The attack wounded four people, including a child, and came hours after Putin publicly rejected Zelenskyy’s proposal for direct peace talks.
The Downing Street meeting marks the first time the three European leaders have convened with Zelenskyy since the St Petersburg drone strike, which Moscow described as a “terrorist act.” A Downing Street spokesperson said the leaders would discuss “how to strengthen Ukraine’s air defences and accelerate the delivery of long-range missiles,” while also exploring ways to restart stalled negotiations. Earlier, Starmer told parliament that Britain would “stand with Ukraine for as long as it takes,” adding that the drone strike had “crossed a new line” in the conflict .
The emergency talks follow a week of escalating hostilities, including Ukraine’s reported use of British-supplied Storm Shadow missiles to hit targets deep inside Russia. Meanwhile, Russian Foreign Minister Sergei Lavrov reiterated Moscow’s demand that Kyiv restore “full rights” for Russian speakers as a precondition for any peace deal, a stance Ukraine has dismissed as a pretext for territorial concessions .
Analysts see the timing of the summit as critical. Farida Rustamova, editor-in-chief of the Russian exile site *Vlast*, told *Le Monde* that Putin is “trapped” between the inability to win the war and the political cost of conceding defeat, creating a narrow window for diplomacy . Ukrainian Defence Minister Rustem Umerov warned that Russia had “missed its chance” for talks, telling Belgian media that further escalation was inevitable .
The summit also comes as European defence ministers gather in Cyprus to discuss Russia’s “ghost fleet” of shadow tankers, which Western officials say is being used to evade sanctions and fund the war . Meanwhile, in Pyongyang, North Korean leader Kim Jong-un welcomed Chinese President Xi Jinping for talks aimed at shoring up ties with Moscow amid growing Western pressure on Beijing to rein in its ally .
