The survey also revealed that 33% of voters believe an in-out referendum would be necessary first, while 16% said a general election mandate would suffice, and another 16% thought Parliament could decide. However, the move has sparked caution among cabinet ministers, many of whom represent constituencies that voted for Brexit in 2016.
