The Board of Peace on Monday clarified that Israel’s withdrawal from Gaza will only begin after Hamas fully disarms, following a meeting between its envoy Nickolay Mladenov and Israeli Prime Minister Benjamin Netanyahu in West Jerusalem. The body stated that the decommissioning must include all weapons, tunnels and related infrastructure, with oversight by the International Stabilization Force and the IVF .

Netanyahu’s office said the public version of the agreement “does not reflect Israel’s positions,” and far-right Finance Minister Bezalel Smotrich demanded a new vote on the deal, calling it “completely different” from what Israel had approved . Hamas has insisted it will not implement the deal unless Israel fulfills its obligations, including a ceasefire and withdrawal .

Israeli airstrikes and ground operations in Gaza have continued despite a formal ceasefire announced in October 2025. Since the disarmament deal was publicized, Israeli attacks have killed at least 36 Palestinians, with more than 1,200 killed since the ceasefire began, according to reports cited by the Board of Peace . Over the weekend, Israeli strikes hit a tent camp in Khan Younis and residential buildings, killing at least 13 people, according to Hamas-controlled authorities and Israeli media .

Qatar, Egypt and Turkey issued a joint statement condemning Israel’s attacks, urging the international community to pressure Israel to comply with ceasefire obligations and international law . The three countries, long involved in mediation, emphasized the need to protect civilians and sustain the truce.

Turkish intelligence chief Ibrahim Kalin met with Hamas leader Khalil al-Hayya in Istanbul on Monday to discuss advancing the second phase of the peace plan, as both sides expressed concern over Israel’s intensified military operations .

The Board of Peace reiterated that the goal is a “complete decommissioning of weapons in the Strip and the transition away from rule by the gun to civilian governance” . Mladenov had urged Netanyahu to halt strikes on Gaza during their talks, according to two people familiar with the meeting .

US President Donald Trump had announced the disarmament and withdrawal agreement on July 30, framing it as a milestone in his Gaza peace plan . Palestinians in Gaza have expressed skepticism that the deal will bring immediate change, citing the ongoing Israeli operations .
