German states lift Sunday truck ban to ease freight disruptions from low river levels
Four German states have temporarily lifted the Sunday and public holiday driving ban for trucks to ease freight disruptions caused by critically low water levels on major rivers, officials and industry representatives said on Saturday.
North Rhine-Westphalia, Lower Saxony, Rhineland-Palatinate and Saarland announced the time-limited exemption to allow more goods to be shifted from waterways to roads, according to their transport ministries. The measures aim to prevent supply chain bottlenecks as cargo ships on the Rhine, Danube and Elbe can currently carry only a fraction of their usual loads due to persistent low water .
Transport Minister Steffen Bilger proposed the suspension of the Sunday driving ban on Thursday during a crisis meeting with business associations in Bonn, seeking to maintain freight flows on key waterways. The Federation of German Industries (BDI) welcomed the move, with deputy managing director Holger Lösch telling the Rheinische Post that “the federal government is demonstrating its ability to act in this extreme situation” and urging rapid implementation .
Environmental group BUND sharply criticized the decision, with its chairman Olaf Bandt stating that replacing river transport with “hundreds or thousands of truck trips” would burden people and the climate. “The government has not understood that low river levels are a symptom of the climate crisis,” Bandt said, arguing that dredging riverbeds or adding more trucks would not address the root problem. He called for improved rail infrastructure to absorb future shortfalls in inland shipping and for restoring natural river landscapes to better retain water .
The low water levels have severely restricted inland shipping, disrupting goods transport and threatening supply chains, according to state ministries. The temporary exemption is intended to standardize rules across the affected states and facilitate emergency road transport .
Dutch media reported that the relaxed rules would lead to increased traffic on German highways starting Sunday, as trucks take to the roads to compensate for the reduced river transport capacity .
