Sorin Grindeanu, the leader of Romania’s Social Democratic Party, announced on Monday that he would propose to Prime Minister Luca Niculescu two major reforms to be adopted by March 2027.
The first reform involves a territorial-administrative overhaul, merging small localities while preserving public services for citizens, with PSD’s coordinator for this effort being MEP Dragoș Benea. The second reform targets a government restructuring, including the reduction and consolidation of agencies and the reorganization or dissolution of loss-making state companies, with Vice Prime Minister Marian Neacșu leading the PSD’s role in this process. Grindeanu stated both reforms should be implemented “in the coming weeks and months, by March 2027” and tied to the 2027 budget .
Grindeanu emphasized that the government should assume responsibility for these reforms, adding that the administrative merger would not be voluntary and should consider criteria beyond population size. He argued the goal is to improve public services and reduce public spending, ideally finalizing the administrative reform before the 2027 budget is adopted .
The PSD leader also noted that the party’s program includes legislative support for local administrative units that voluntarily integrate functions or merge, with 429 units of up to 1,500 inhabitants prioritized for funding through voluntary consolidation .
Grindeanu said the final decision on implementing the reforms rests with Niculescu, but PSD would collaborate to ensure their execution. He also reiterated that taxes for citizens and businesses would not rise in 2027, citing the need for economic predictability .
