Zelenskyy names Umerov as Ukraines foreign intelligence chief, Klymenko to security council post
Ukrainian President Volodymyr Zelenskyy appointed Rustem Umerov as head of the country’s Foreign Intelligence Service on Aug. 3, according to a decree published on the presidential website. In a separate decree, Zelenskyy named former Interior Minister Ihor Klymenko as the new secretary of the National Security and Defense Council, replacing Umerov.
The appointments are part of a broader reshuffle of Ukraine’s security leadership announced by Zelenskyy in July, which included the dismissals of Defense Minister Mykhailo Fedorov and Commander-in-Chief Gen. Oleksandr Syrskyi. Zelenskyy stated that Umerov will retain responsibility for key portfolios, including diplomacy, defense, negotiations with the U.S. and other partners, and talks on ending the war with Russia .
Umerov, who previously served as defense minister from September 2023 to July 2025, will also continue overseeing the EU-Ukraine Drone Deal initiative. Ukraine has signed nine agreements on drone production and cooperation, with 15 more under negotiation, according to Zelenskyy’s remarks during a meeting with ambassadors .
The Foreign Intelligence Service had been without a permanent chief since January, with Major General Oleh Luhovskyi serving as acting head since February. Luhovskyi was removed on Aug. 3 as part of the leadership changes .
Umerov’s tenure as defense minister was marked by controversies, including procurement scandals and allegations of abuse of power. He was questioned in connection with a corruption investigation involving businessman Tymur Mindich, co-owner of Kvartal 95, the production company Zelenskyy founded before becoming president. Audio recordings from the National Anti-Corruption Bureau of Ukraine suggested Mindich lobbied Umerov on behalf of a company that secured a contract to supply 75,000 body armor vests to Ukraine’s Armed Forces. The contract was later terminated due to quality concerns, and Umerov denied any undue influence .
Klymenko, 53, previously led the Interior Ministry after the death of Minister Denis Monastyrskyi in a helicopter crash in February 2023. He had been considered for the defense minister post before his appointment to the National Security and Defense Council .
