Romania’s new TollRo electronic road toll system faced widespread technical issues on its first day of operation, disrupting payments and user registrations nationwide. The platform, launched at midnight on Oct. 1, was accessed by approximately 4 million visitors within 12 hours, with 50,000 users and 170,000 vehicles registered, according to the National Road Infrastructure Administration (CNAIR) .
CNAIR reported that payment processing with certain cards failed due to issues with the EuPlătesc processor, while high traffic caused intermittent outages. The agency said these problems had been resolved, and platform capacity had been increased . Additionally, confirmation emails for account creation were delayed or blocked after Gmail and Yahoo’s spam filters flagged the high volume of messages from the TollRo domain as suspicious, CNAIR spokesperson Alin Șerbănescu told Digi24 .
Drivers unable to pay due to the disruptions will not face penalties, CNAIR confirmed, though the obligation to pay remains once the system is functional . The agency estimated full stabilization within 72 hours and urged users to retain transaction records for verification. Over 1,000 support requests were logged, with more than half already resolved .
The developer of TollRo attributed the outages to unprecedented user volume and system integrations, not flaws in the platform’s design .
