US Secretary of State Marco Rubio said that Washington "always remains open to diplomatic solutions," but added that Iran's recent attacks are an impediment to diplomacy. Rubio also claimed that a "split" has emerged among Iranian officials, with one faction wanting to continue war against the US and others seeking negotiations.

Iran’s chief negotiator, Parliament Speaker Mohammad Bagher Ghalibaf, responded to Rubio's comments, saying that despite the US claiming it seeks an end to the fighting, it continues to import military equipment to the region.

"We have reached the level of a full professor on recognising these American games, and we’ve prepared ourselves on that basis. Actions must confirm claims, not contradict them," Ghalibaf wrote on X on Monday.

The Revolutionary Guard (IRGC) told Ayatollah Khamenei it regarded his message as "a binding command," as Iran's foreign ministry said diplomacy remained open and mediators sought a 10-day ceasefire to revive the framework deal.

The IRGC vowed on Monday to deliver an "unforgettable lesson" to the US, telling Ayatollah Mojtaba Khamenei in a formal statement that it regarded his message as "a binding command, a divine covenant and a clear roadmap," as Tehran simultaneously signalled that a return to talks remained possible if its national interests were respected.

"Now, as criminal America has once again chosen the path of error, aggression, and adventurism, we remain committed to this pledge: we will deliver, with power, determination, wisdom, and authority, the 'unforgettable lesson' that you promised," the IRGC said.

The declaration came as Iranian and US forces exchanged strikes for the ninth consecutive day. Cities in northwestern Iran, Tabriz and Urmia, were targeted for the first time in the latest wave of attacks, killing at least one person and injuring several others, according to Iranian state sources.

A Malta-flagged vessel also caught fire in Omani waters, the UK Maritime Trade Operations agency reported, around 15 kilometres northwest of Kumzar. IRGC-affiliated media said the ship was carrying Saudi oil bound for the United States and was using the southern approaches of the Strait of Hormuz.

Despite the military exchanges, Iranian foreign ministry spokesperson Esmaeil Baghaei said diplomacy remained open. He described intermediaries as having exchanged messages with Iran in recent days and said Interior Minister Eskandar Momeni's visit to Islamabad was part of Tehran's response to those communications.

Regional powers are worried about rising economic damage and the risk of escalation, but still face the challenge of getting the combatants on board.

Turkish Foreign Minister Hakan Fidan has called for a return to the US-Iran memorandum of understanding, saying Qatar is using all diplomatic channels to resolve the crisis. Türkiye is coordinating closely with Doha, with Fidan expressing hope for positive developments in the coming days.

French Foreign Minister Jean-Noël Barrot reported that two French embassy officials in Iran were subjected to an extremely serious act of intimidation by Iranian security services. The diplomats were held and interrogated for hours, with one suffering physical abuse.
