China’s National Meteorological Center issued a red typhoon alert, its highest warning, on Sunday as Typhoon Dolphin approached the country’s eastern coast, where it was expected to make landfall overnight.

More than 1,600 flights were canceled, including nearly 1,400 at Shanghai’s Hongqiao and Pudong airports, state broadcaster CCTV reported. Hangzhou’s airport in neighboring Zhejiang province canceled 270 inbound and outbound flights. Authorities in Zhejiang evacuated about 390,000 people in Taizhou on Saturday evening, while Shanghai relocated over 30,000 from riskier areas. In Fujian province, approximately 99,000 people were moved from “risky areas” by Saturday evening, state news agency Xinhua said.

The NMC forecast “extraordinary torrential rain” in parts of central and eastern Zhejiang, with 250mm to 500mm (9.8-19.9 inches) of rainfall expected. Torrential rain was also predicted through Monday across Shanghai, northern Fujian, northeastern Jiangxi, central and southern Anhui, and much of Jiangsu. The typhoon, with sustained winds of up to 162 km/h (101 mph), was projected to weaken after landfall and move inland.

Services on more than 200 ferry routes were suspended in Zhejiang and Fujian, Xinhua reported. Work at offshore projects had been halted, and 474 construction vessels were called to port by Friday morning. Ningbo Airport in Zhejiang suspended operations on Saturday evening, with over 800 commercial vessels seeking shelter in the city’s port.

The outer bands of the storm had already hit northern Taiwan, including Taipei, since Saturday, suspending dozens of ferry services and canceling more than 180 flights. Some Taiwanese airlines also canceled flights to China on Sunday.

Typhoon Dolphin earlier swept through Japan’s southern Okinawa prefecture, injuring seven people and cutting power to over 50,000 buildings. By Sunday afternoon, 5,290 households in Okinawa remained without electricity, according to Okinawa Electric Power Company. The island’s government reported minor injuries, including a man over 100 who was blown by gusts, fell, and hit his head.
