The supervisory board meeting on Friday will consider competing proposals from the executive board, employee representatives, and Lower Saxony, which holds a 20% stake in Volkswagen. In July, a similar plan failed after meeting resistance from labor and the state. Reports suggest the executive board has prepared a fallback: calling an extraordinary general meeting to let shareholders vote, though Lower Saxony retains a legal blocking minority there .
Lower Saxony’s government has pledged to fight for all four sites. The state’s involvement reflects its legal power to block key decisions, a factor that has already derailed earlier closure discussions .
