Russian President Vladimir Putin has proposed a summit with U.S. President Donald Trump and Chinese leader Xi Jinping to negotiate an end to the Ukraine war on terms favorable to Moscow, the Wall Street Journal reported on Sunday.
The proposed meeting would take place next month on the sidelines of the Asia-Pacific Economic Cooperation summit in Shenzhen, China, scheduled for Nov. 18–19, according to people familiar with the discussions. Ukrainian President Volodymyr Zelensky would not be included in the talks.
Putin floated the idea during an Oct. 9 phone call with Trump, the same conversation in which the two leaders agreed on a U.S. purchase of Russian diesel fuel, the Journal reported. Kremlin spokesman Dmitry Peskov confirmed that discussions about a potential meeting were underway but said there was no clear understanding yet regarding the meeting itself or its agenda. “All three parties acknowledge the hypothetical possibility of such a meeting taking place,” Peskov told the Journal.
A senior U.S. official said Trump had not agreed to the summit but might be receptive to the idea, given his stated desire to end the war. The White House did not immediately respond to requests for comment, while the Chinese Embassy in Washington did not reply to a request for comment, according to the Journal.
Russian officials proposed the trilateral talks to Beijing through diplomatic channels, and the Chinese side indicated it would not object if Trump were on board, the Journal reported. Analysts cited by the newspaper said a three-way dialogue on Chinese soil would mark a significant step for Xi in his efforts to elevate China’s role as a diplomatic power broker.
The proposal comes amid warming ties between Trump and Putin, including the U.S. president’s recent executive order waiving key sanctions on Moscow. The Journal noted that such a summit—without Zelensky’s involvement—would be unprecedented and could raise concerns in European capitals.
