As of Wednesday, thousands of people who travel daily between Spain and the British territory of Gibraltar no longer face physical border controls, following the implementation of a treaty signed by the European Union and the United Kingdom.
The treaty, signed on Tuesday in Brussels by European Trade Commissioner Maros Sefcovic, British Minister of State for Europe Stephen Doughty, Spanish Foreign Minister Jose Manuel Albares, and Gibraltar Chief Minister Fabian Picardo, aims to provide economic and trade certainty for Gibraltar while safeguarding British sovereignty.
Under the agreement, residents of Gibraltar can cross into Spain using residence cards without passport stamps, while Spanish citizens can enter Gibraltar with a government ID card. The treaty effectively brings Gibraltar into the EU’s Schengen free-travel area, with border checks conducted by British and Spanish officials at Gibraltar’s airport and port.
Gibraltar, a strategically important British territory at the southern tip of Spain, is home to about 38,000 people. The new arrangement is particularly significant for the 15,000 people who cross the border daily for work, more than half of Gibraltar’s workforce.
The treaty was signed after four years of negotiations between the EU and UK, which began following Britain’s exit from the EU in 2020. Maros Sefcovic, the EU’s trade representative, called the agreement a historic moment, noting that it took "four years of patient, complex negotiation" to reach.
Gibraltar Chief Minister Fabian Picardo described the deal as a new chapter in relations with Spain, allowing for easier movement for work, family visits, and leisure activities without the previous delays at the border.
The removal of the border fence at midnight was met with celebrations on both sides, with crowds waving flags and holding banners reading "At last, no more queues." Footage showed Picardo embracing La Línea mayor Juan José Franco as they crossed the frontier together.
The treaty also includes provisions for the free movement of goods and workers between Gibraltar and Spain, aiming to boost economic links and secure the future prosperity of the region. The European Commission stated that the agreement protects the EU’s Schengen area, single market, and customs union.
The agreement will be submitted to the European Parliament for consent this winter but has been provisionally applied since July 15, 2026.
Spanish Prime Minister Pedro Sánchez hailed the removal of the border fence as the fall of the last wall in continental Europe, emphasizing the benefits for workers and families in the region.
The treaty also establishes a customs union between the EU and Gibraltar and includes measures to ensure fiscal convergence and protect workers' rights, such as unemployment benefits and pensions.
The historic agreement marks a significant shift in the relationship between Gibraltar and Spain, although the underlying sovereignty dispute remains unresolved.
