President Volodymyr Zelenskyy condemned the attacks, stating Russia was expanding its targets to include civilian life, including a McDonald’s warehouse hit in Kyiv . Russian President Vladimir Putin, speaking in St. Petersburg, said Ukrainian forces had instigated attacks “on every front” and that Moscow would consider retaliatory measures .
