Ukraine struck a major Russian oil refinery in Kstovo overnight, setting the facility ablaze, according to Ukrainian monitoring channels and open-source reports. The NORSI refinery, also known as Lukoil-Nizhegorodorgsintez, is Russia’s fourth-largest oil processor and a key supplier of diesel and aviation fuel for the military, handling 15–17 million metric tons of crude annually .
The attack follows a sustained Ukrainian campaign this year targeting Russian energy infrastructure. Earlier, on 31 October, Ukrainian forces hit the Kamensky Plant in Rostov Oblast with Neptune missiles and drones, damaging four production workshops and igniting a fire at a finished goods warehouse . The plant produces solid rocket fuel used in systems like Uragan, Smerch, and Tornado-S.
Footage and reports of the Kstovo strike circulated on Telegram channels, though independent verification was pending . The refinery, located 800 kilometers from the Ukrainian border, had previously been targeted in August, forcing a temporary suspension of operations.
Ukraine’s General Staff confirmed the 31 October strike on the Kamensky Plant, stating it aimed to degrade Russia’s ability to sustain missile attacks on Ukrainian cities . The same night, Ukrainian forces also struck four Russian supply depots in occupied Donetsk, Zaporizhzhia, and Luhansk regions.
