President Donald Trump unilaterally declared an “energy ceasefire” between Russia and Ukraine on Sunday, stating on Truth Social that “both parties have agreed” and warning, “Do not break it!” .
Ukrainian President Volodymyr Zelenskyy said the announcement “was news for me,” but added that Ukraine would accept the truce if Russia did. “If President Trump negotiated it with Putin, please tell us when the ceasefire begins. We are ready, and we will accept it,” Zelenskyy told Axios .
Moscow offered no confirmation. Within hours, Ukraine reported Russian strikes on energy infrastructure, including a thermal power plant in Kharkiv and other facilities near Kyiv, causing outages. Zelenskyy said Ukrainian skies were “infested with Russian Shaheds” throughout the day .
A White House official told Axios that Trump expects Zelenskyy to halt Ukrainian attacks on Russian oil refineries as part of the proposed ceasefire, which could later expand to cover power plants and electricity grids. The official said Russia had not agreed to the proposal .
Zelenskyy has repeatedly offered a reciprocal halt, saying Ukraine would stop striking Russian refineries if Moscow ceased attacks on Ukrainian energy infrastructure. “Don’t attack ours, and we’ll leave yours alone,” he framed the idea in an ABC News interview .
