France and Europe confront child abuse scandals as institutions face systemic scrutiny
France and Europe grapple with a wave of sexual abuse scandals as institutions face renewed scrutiny over failures to protect minors. On Wednesday, French President Emmanuel Macron acknowledged systemic dysfunctions in the Lyhanna case, a 10-year-old girl whose murder has exposed glaring gaps in child protection, while simultaneously criticising what he termed “demagogic” criticism of public authorities . Meanwhile, a 66-year-old self-styled spiritual leader in Romania’s Cluj County was remanded in custody on charges of sexually assaulting at least four underage girls aged 15 to 18 since 2023, according to prosecutors .
In France, a leisure-centre animator near Lyon is now the subject of three separate complaints alleging rape and sexual assault against girls aged three, six and seven at the Charly facility. The suspect denies the allegations as the public prosecutor’s office in Lyon opened an investigation on Wednesday .
Across the continent, judicial systems are under pressure. In Romania, two prosecutors from the Constanța Court of Appeal remain in pre-trial detention after the High Court of Cassation and Justice definitively rejected their appeals against charges of influence peddling and instigating abuse of office . In Germany, the Potsdam youth welfare office faces external scrutiny after mothers alleged systemic abuse of power within the authority, prompting calls for a dedicated complaints mechanism .
The French judiciary also handed down a 12-year prison sentence to Camille F., a former epidemiology doctor who joined the Islamic State in 2013. The Paris assize court ruled that she and her late husband had “knowingly” taken their children into a war zone, a decision that underscores the collateral damage inflicted on minors in extremist networks .
From Ireland to Spain, courts are delivering harsh penalties for crimes against children. A 30-year-old man with 126 prior convictions was jailed for stabbing a 14-year-old boy’s hand with a glass shard during an attempted e-scooter robbery, with the judge condemning the attack as “cowardly and shameful” . In Spain, a 24-and-a-half-year sentence was handed to “Dinamita Montilla” for the 2025 murder of a 21-year-old Málaga university student, with the court rejecting claims of mental disorder .
The mounting revelations come as European institutions confront long-standing criticisms over their handling of child protection, extremism, and institutional abuse. Analysts warn that without systemic reforms, the cycle of scandal and recrimination will persist, eroding public trust in the very bodies charged with safeguarding society’s most vulnerable.
