The request, made in late July, came as Washington grew concerned that Ukrainian strikes on tankers carrying Kazakh oil through the Caspian Pipeline Consortium terminal were destabilizing oil markets and harming U.S. firms, including Chevron and ExxonMobil. Ukraine agreed to halt attacks on foreign-flagged vessels using the terminal, though strikes on Russian tankers remain unaffected.
Russian authorities reported separate drone attacks on the port of Novorossiysk, with the mayor stating that a child was killed and enterprises were hit. The Russian Ministry of Defense claimed to have downed 502 Ukrainian drones overnight, targeting regions including Belgorod, Bryansk, Kaluga, Kursk, Lipetsk, Oryol, Krasnodar, Crimea, and the Black Sea.
Ukraine has also stopped publishing data on Russian missile attacks as interceptor shortages bite, days after failing to intercept any of 28 missiles launched on Aug. 5. The move comes amid broader concerns about air-defense capabilities ahead of an expected winter assault. European backers face limited stockpiles of Patriot interceptors, with slow production and strained U.S. supplies complicating efforts to bolster Ukraine’s defenses.
